Default What kind of license plate is this?
Saw this on about a 10 year old BMW 330ci today in Great Falls. What kind of license plate is this (besides one that gets you a ticket for driving an unregistered vehicle)?

OK, let me ask the question a different way.

Is there a mechanism where it is legal to drive a car displaying only this plate in Virginia?

No. Even a diplomat has to have plates. Pretty sure he's not 'in transit' to or from the emerald city

It is legal for 30 days maximum - from date entering into the commonwealth, at which time it must be registered in VA code (66.2-600). This applies to newly imported vehicles as well as veterans listing VA as their state of residence as well as active duty soldiers transitioning through the commonwealth.

Likely attached to a diplomatic residence and couldn't care less if you "ticket" his old BMW.
